on 25037, Mr Ormsby's proposals
appear to be on the whole less liberal than
those sanctioned by the Secretary of State, & I see no reason therefore for substituting his scheme
for that already
in
regard
sanctioned.
For himself Mr Ormsby does propose
a
higher
Salary than that approved by him $8400 instead of $7200 rising after 3 years to $1800. Mr Ormsby was transferred to Hongkong in September & will therefore only have completed his three years in September next. As however it appears probable
